Providing additional means for meeting thc expenditure of the Municipal Council, to wit: Resolved,—That in accordance withe tbo provisions of Section 1, of An Act passed in Uie l-'ifty-tbird ycarof Her Majesty's Reign, entitled, An Act to amend Vic 5 Cop 5,6ntitlcd, " An Act to provide for thc Management of the Municipal afl'airs of thc Town of St. Johu's and for other purposes," the estimate of expenditure and revenue and mode of taxation proposed by tbe St. John's Municipal Council, and laid beforo the Legislature thc present session, bo amended in accordance with the annexed Report of thc Select Committee appointed by tbis House dnring tlie present Session of thc Legislature to enquire into and report upon the same. Extract from the Beporl of the Committee referred to above: Estimate for Raisins of Additional Revenue Required by Municipal Council :— 1. Three per cent, on rental of houses within limits of town paying rent ovcr $30 and not paying water and sewerage rales,and not olbcr- wisc exempt. 2. Two and a half per cent, on rental of all property of which the rents aro remitted to nonresidents of this colony. Ti. Annual fee for every horse used by private individuals, 93. 4. Annual license fee on all cabmen for each horse, S3. 5. Annual license fee on resident auctioneers, $10. G. Annual license fee on all Firo and Lifo Insurance Companies doing business in St. John's, $100. 7. All persons, non-residents of Uiis colony, wbo come to Newfoundland to rend goods, wares and merchandize, or to represent others, vendors of such goods, wares and merchandize, not residents in this colony, shall be prohibited from doing any business in tbis colony, unless Uiey shall first receive from tbo Municipal Council a written license to do such business; such license shall be dated on tho day of its issue, and shall extend to a period of twenty days from its "date, and no longer. No more Uian one licensee shall bo named in such license. For every such license a fee of fifty dollars shall bo paid by tbo licensee. In case any snch person shall transact any business in this colony withont having first obtained such license, he shall, for every day in which ho shall transact business In Newfoundland, forfeit and pay a snm of one hundred dollars, to bo recovered in a summary manner beforo any stipendiary magistrate by any person wbo may sue for tho same, and if such sum be not forthwith paid tbe offender may be committed to prison for any term not exceeding ten days for each day on which he shall hnvo transacted business without such license. The St. Johu's Municipal Council, in accordance with the foregoing, hereby givo notice to all parties concerned, that licenses will be issued by the undersigned Secretary of the St. John's Municipal Council, at his Office, on to-morrow (SATURDAY) and each lawful day thereafter, between the hours of 10 o'clock, a.m., and 6 o'clock, p.m.; and notice is further given, that proceedings will be taken against all persons failing tp co'mply with the provisions of the law.
