Prince Ferdinand will not leave Bulgaria till compelled by force. Russian war preparations continue. Italy, Ausuia and England agree that Ferdinand's election is illegal, but decline to disturb tbe peace of Bulgaria. In tbe House of Commons tbe rule requiring only a majority of one hundred" to enforce cloture has been carried by a vote of 256 to 135. Toe rule increasing the Speaker's power to order the withdrawal of unruly members has been adopted. The Liberal caucus at Ottawa will adopt unrestricted reciprocity with the -United States as a platform. One hundred thousand settlers are expected in Manitoba next summer. Union Square theatre, New York, has been destroyed by fire. FROM THE WEST COAST. Skiffs Obliged to Retreat. (Special to the Evening Telegram.) Channel, Last Evening. The weather to-day is dull and threatening, with a strong breeze from the northeast.
