A METHODIST SCHOOL Burnt by a Nankins Mob. m Halifax, N.S., July 4. A Nanking mob burnt the Methodist school, and attacks by mobs are reported from other cities. The steamer Cremona, for Quebec, passed through the Straits of Belleisle, being the first for the season. She met no ice. Windsor Castle is not large enough to accommodate the Emperor of Germany and suite. The Bank of England rate has been reduced to two and a half per cent. PASS CAPE RACE. Three Other Steamers AND SAILING VESSELS SIGHTED. ♦ (Special to the " Evening Telegram.") Cape Race, This Evening. The steamers Fiona and Volunteer went inward this forenoon, the former at 10, the latter at 11 o'clock, and the Beaver line steamer Lake Ontario went east at 1 p.m. The brigantine Golden Fleece, 10 days from Sydney, is off the Cape since 5 o'clock last evening. She reports having had stormy weather. Wind E.N.E., light, and weather fair. Barometer 30.10; thermometer 57. LOCAL VARIETIES So Early in the Morning.—The excursion of tbe T. A. Boat Club will start in the good (steamer Volunteer for Harbor Grace on Tuesday momirjg, at a quarter to six o'clock. There is now every prospect of fine weather on that day, and of their having a splendid time. » A Black Diamonder Sails.—The s.s. Bonavista, Captain Fraser, sails this afternoon. She takes fifty barrels of the country's produce to Montreal. Her passengers are: — For Montreal.—Misses Wilson; four in second cabin. For Sydney.—Miss McKeen, Mr. and Mrs. Hanklns, Mr. F. W. Andrews. i Church of England Missionary Meeting.—The Synod Missionary Meeting will be held in the Synod Hall on Monday evening next, at 8 o'clock. Tbe Lord Bishop of the Diocese will be in the chair, and addresses will be given on home and foreign mission work, which will be most interesting in their character. THE following provisions of the " Forest Fires Act, 1890," .ire published for the information of the public. These provisions will be rigidly enforced:— I.—lt shall not be lawful for any person to set out, light or start, or cause to be set out, lighted or started, any fire in or near any woods in this Colony, except for the purposes of clearing land, cooking, obtaining warmth, or for some Industrial purpose; and, in case of lighting or starting fires for any such purposes, the obligations and precautions imposed by the two following Sections shall be observed. ft*—Every person who shall make or start, or cause to be made or started, a fire for the purpose of clearing land, shall exercise and observe every reasonable care and precaution in the making and starting »f such fire, and in the managing of, caring for and controlling the said fire after it has been made and started, In order to prevent the same from spreading and bnrning up the trees, shrubs or plants surrounding, adjoining, or in the neighborhood of the place where it has been so made or started. 3.—Every person who shall, between the First day of May and the Thirtieth day of November, make or start, or cause to be made or started, a fire in or near the woods for cooking, for obtaining warmth, or for any industrial purpose, shall— (1.) Select a locality in the neighborhood in which there .is the smallest quantity of dead wood, branches, brushwood, dry leaves, resinous trees, heath, peat, turf, dry moss, or vegetable matter of any kind. (2.) Clear the place in which he is about to light the fire by removing all dead wood, branches, brushwood, dry leaves, resinous trees, heath, peat, turf, dry moss and other vegetable matter from the soil, within a distance of not less than five feet in every direction from any part of the fire. (3.) Exercise and observe every reasonable care and precaution to prevent such fire from spreading, and carefully extinguish and see that the same is extinguished before quitting the place. 4.—The owner or occupant of the land upon which any fire mentioned in the foregoing Section shall be made or originate, shall be deemed and taken to be the party offending, and shall be liable to the several penalties provided by this Act, unless such owner or occupant shall, when called upon so to do, declare upon oath before a Stipendiary Magistrate, that such fire was not made, started or lighted by him, or by any person by his direction. s.—Whenever a fire originates on Crown lands, and in the neighborhood of any place where it has been ascertained that a person or a number of persons were, a short time previously to the happening ef such fire, camping, cooking, fishing, or engaged in some industrial occupation, he or they shall betaken to be the party or parties offending, and shall he liable to the several penalties provided by this Act unless he or they shall, when called upon to do bo! declare upon oath before a Stipendiary Magistrate that such fire was not made, started or lighted by him or them, nor by any one in his or their eoronura or service, by his or their direction.
